The paper presents the results of the analysis of the nature and content of the concept “pedagogical conditions”. Based on the above analysis pedagogical conditions for shaping an innovative educational environment at a higher educational institution are defined as those ensuring a process of continuous growth of complexity of innovative educational environment and accounting for the personal interest of employees to embrace the necessity for innovating activities. In order to monitor the feasibility of a pedagogical condition "to ensure a process of continuous growth in the complexity of the innovative educational environment" it is proposed to assess the indicator obstacles to the increasing complexity of the system. Evaluation of the indicator allows to select the staff, who are confident in a successful fulfillment of the task. Accordingly, providing them with greater opportunities for efficient work and professional growth allows for the implementation of the first pedagogical conditions. In order to monitor the feasibility of a pedagogical condition "accounting for the personal interest of employees to embrace the necessity for innovative activities" it is proposed to assess the indicator "the possibility and desire to work in a new environment" by calculating "the index of sociometric status". A positive value of the index of social status suggests a high evaluation of the staff member, as well as the credibility of a member of the team. In this regard, providing employees with high index of social status of great opportunities for productive work and professional growth will ensure the implementation of the second pedagogical conditions. Listed pedagogical conditions are prerequisites that facilitate the success of the innovation process through effective use of the educational environment of higher education.
