Nowadays the development of international cooperation in higher education in Russia is crucial. Inclusion into international educational environment and transition to a two-level system of higher education poses a problem of harmonisation of domestic curricula with international ones in the framework of the Bologna process. Russian educators should use the achievements of European educational practice and integrate them with the best traditions of Russian higher education. Modern universities apply the new methods of teaching and development of curricula in the framework of the Bologna Agreement. As a result of this work the new educational Bachelor and Master Programmes in various specialties are introduced into educational process. In this aspect, expansion of participation of Russian universities in international educational networks and cooperation programmes becomes essential. This is particularly important for provincial universities, possibilities of which are more limited in comparison with metropolitan universities. The analysis of integration of regional university into the international education is presented on an example of Yury Gagarin State Technical University (Saratov). The analysis was based on assessment of HEI’s criteria of internationalisation. The paper presents the indicator to be used for calculation of the level of development of the international activity. The problems complicating the process of internationalization of a university are revealed.
