Fund of assessment tools for final testing: from common format justification to practical use

The article is devoted the one of the most pressing and least methodologically developed line of activity for Russian educational institutions – Funds of Assessment Tools (FAT ) for student’s final testing. At present in this area there are two main trends: the wide variation of local practices for FAT creation and application, and unification of approaches to FOS for interim evaluation and for final testing. The arguments about the appropriateness of particular methodological approach to development FAT for interim evaluation and FAT for final testing was shown. In the article there are basic regulatory requirements for FAT development. The authors justified the original format for FAT ; its evaluation procedures are described. The proposed approach is based on the consolidated group of indicators which characterize the expected outcomes of education. The article describes a process of authority delegation for assess the competencies formation on every stages of final testing, distribution of assessment procedures between the head of the master’s work, reviewers and members of the state commission. For each group of the proposed indicators assigned a set of general cultural, general and professional competencies, as a subject for evaluation. The authors of the method decided that one competence can be attributed to more than one group of indicators, and its formation is checked at various stages of evaluation, including the various actors involved in the final testing process. The article presents a FAТ using method and the approaches which proposed for determination the results achieved by the students by the end of the educational program. There is a conclusion about the results of FAT application for the educational direction “Economics” at STI MEPhI. The authors conclude the feasibility the FAT further use and possible extension of the experience.
